In June 2022, the International Labour Organization (ILO) of the United Nations adopted \u201csafe and healthy working environments\u201d as their fifth category of Fundamental Principles and Rights at Work, demonstrating the intrinsic links between safety and decent work and unsafe and indecent work1<\/sup>. As fishing is notoriously one of the world\u2019s most dangerous professions2<\/sup>, recognition of these links is also embedded in the ILO\u2019s (2007) Work in Fishing Convention (c188) \u2013 which establishes minimum standards for decent work on board fishing vessels3<\/sup>. Decent work is just one end of the spectrum of working conditions on board fishing vessels, with egregious violations of human rights constituting forced labour, human trafficking, and modern slavery at the other end. In between decent work and forced labour are a range of conditions that may be exploitative and discriminatory but not in violation of labour laws (e.g., unequal pay for migrant fishers for equal, shared work with national fishers) or conditions that violate labour rights and protections, but may not amount to forced labour) 4<\/sup>. <\/p>\n\n

Bidirectional linkages between (un)safe working conditions and (in)decent work across fleets globally have also emerged in research. First, exploitative labour practices make the work on board vessels even more unsafe. For example, many exploited fishers working in fleets from Thailand5<\/sup> to the UK4<\/sup> to China6<\/sup> report excessive working hours in contravention of ILO C188; denial and sometimes falsification of rest hours; and tied immigration schemes that blur the lines of what constitutes work \u2013 compelling some fishers to perform unvalued work (e.g., mending nets and vessel repairs) onboard the vessel while in port on their \u2018rest\u2019 days, or this may involve the denial or withholding of food and water until a certain amount of fish has been caught; as punishment for a poor catch. <\/p>\n\n

Both scenarios compound the dangers already involved when working on a vessel as fatigued and malnourished fishers are more prone to making mistakes with serious consequences to their health and safety, and potentially the health and safety of others on board the vessel through no fault of their own. In research from the UK, migrant fishers in the sample were significantly more likely to incur injuries than national fishers4<\/sup>. Further, since many exploited fishers globally are transnational migrants, their precarious \u6b64\u5916\uff0c\u7531\u4e8e\u5168\u7403\u8bb8\u591a\u88ab\u5265\u524a\u7684\u6e14\u6c11\u90fd\u662f \u8de8\u56fd\u79fb\u6c11\uff0c\u4ed6\u4eec\u4e0d\u7a33\u5b9a\u7684\u79fb\u6c11\u8eab\u4efd\u53ef\u80fd\u4f1a\u4f7f\u4ed6\u4eec \u65e0\u6cd5\u83b7\u5f97\u533b\u7597\u670d\u52a1\uff0c\u5305\u62ec\u5e38\u89c4\u533b\u7597\u670d\u52a1\uff0c\u8fd9\u4e9b\u670d \u52a1\u53ef\u4ee5\u53ca\u65e9\u53d1\u73b0\u4e0e\u6781\u5ea6\u75b2\u52b3\u3001\u6162\u6027\u75b2\u52b3\u548c\u8425\u517b\u4e0d \u826f\u76f8\u5173\u7684\u75be\u75c5\u3002<\/p>\n\n

Safety matters may also influence working conditions. There is some speculation, though it has yet to be empirically tested, that safety violations may be an early indicator of future exploitative labour practices, as these violations may be an early warning sign of a tipping point into decreasing profitability and the associated \u2018corner cutting\u2019 that often underpins the exploitation of crew 7<\/sup>. And increasingly, the fishing industry needs to anticipate and plan for future scenarios where climate change will also likely exacerbate these links between safety and decent work, such as extreme storms, extreme heat, and wave and wind changes that may lead to occupationally hazardous work, longer trips at sea, longer working hours, and the need for more safety equipment. Suppose these impacts are not mitigated, and the industry is perceived as becoming more dangerous due to climatic changes. In that case, it could intensify crew labour shortages that are known to increase reliance on migrant fishers and drive exploitative practices. <\/p>\n\n

\u8be5\u6e14\u4e1a\u884c\u4e1a\u8fd8\u5fc5\u987b\u52aa\u529b\u7406\u89e3\u548c\u754c\u5b9a\u8fd9\u4e9b\u76f8\u4e92\u8054\u7cfb\u3002 \u4e00\u65b9\u9762\uff0c\u5c06\u5de5\u4f5c\u6761\u4ef6\u7f6e\u4e8e\u66f4\u91cd\u8981\u7684\u5b89\u5168\u53c2\u8003\u8303\u56f4 \u5185\uff0c\u6709\u53ef\u80fd\u83b7\u5f97\u5229\u76ca\u76f8\u5173\u65b9\u7684\u66f4\u591a\u8ba4\u540c\u3002\u56e0\u4e3a\u4e0e\u5bf9 \u5f85\u79fb\u6c11\u8239\u5458\u76f8\u6bd4\uff0c\u8fd9\u4e00\u8bdd\u9898\u7684\u5206\u6b67\u5f80\u5f80\u66f4\u5c0f\u3002\u53e6\u4e00 \u65b9\u9762\uff0c\u8fd9\u79cd\u60c5\u5883\u5316\u5206\u6790\u4e5f\u53ef\u80fd\u4f1a\u589e\u52a0\u5ffd\u89c6\u5bfc\u81f4\u6e14\u8239 \u8239\u5458\u53d7\u5265\u524a\u7684\u7cfb\u7edf\u6027\u9a71\u52a8\u56e0\u7d20\u7684\u98ce\u9669\uff0c\u8fd9\u4e9b\u505a\u6cd5\u6ca1 \u6709\u8fbe\u5230\u5f3a\u8feb\u52b3\u52a8\u4f5c\u4e3a\u4f53\u9762\u5de5\u4f5c\u7684\u95e8\u69db\u3002 <\/p>\n\n
